highest goal scorer

1. "Pele is the highest goal scorer in soccer".
Can this be used to mean that Pele has scored most goals in soccer ?
Does it mean that he is highest (in the highest position) in a list of goal scorers ?

2. Can we say "Pele has scored most number of goals in soccer" as opposed to "Pele has scored most goals in soccer" ?
