Higher than

The bankruptcy trustee can continue to operate an enterprise if, as a result of the operation of an enterprise, it achieves for creditors a higher level of satisfaction of their receivables than if it terminated the operation of the enterprise

1. In the sentence above, was "than" used because of "higher" for comparing?

2. Is it grammatical to use "than" because of "higher" like in the sentence?

I've only seen "A is higher than B" structure, so I'm asking this.
