Does this phrase make sense:
"higher-ranked police officers"
(By this, I mean police staff that hold higher positions within the institution)

It would, if you compare them with other officers of lower ranks.
If you are talking generally and therefore not comparing, it would be more logical to talk of high-ranking or senior police officers. Choose one of the underlined parts.
