Who is higher ranked up the chain? I'm not fond of "up the chain." I suppose you mean the chain of command. It's quite redundant to say higher ranked and also up the chain.
I'm not sure if 'rank' is what you mean here.
Do you perhaps mean eg Who has authority over the police?
What kind of answer do you expect?
