Higher education centres or higher educational centres?

While I was writing one of essays, I needed to paraphrase the 'university'. In order to do that I used "higher education centres". However, I'm not precisely sure about usage of this phrase. In actual fact, I could not decide what is the correct phrase between "higher educational centres" and "higher education centres".

Furthermore, this is not only the first time that I had to cope with such situations. For example, I find it difficult to understand what are the difference between following phrases. Therefore, I would really appreciate it if someone can give me certain tips or website links to understand the theories related to such usages.

students' noticeboard or student noticeboard

official work or office work

company vehicle or company's vehicle

These are only few of examples that I could remember off the top of my head. Therefore, it would be highly appreciated if someone can provide me with some general ideas how to use such phrases.

With those choices you want "higher education centres"; however, at least in the U.S., the expression is "institutions of higher learning".

Either is OK. I'd use the second one. It avoids the use of an apostrophe.

English speakers love compound nouns. That's why the language has thousands of them. "office work" is probably what you want. It's work that is normally done in an office. But if you get behind at work and you have to take some home, it's still "office work" even though you're not in the office at the time you're doing it.

"official work" is work done under the direction of some governmental authority. A biologist gathering data on fish in a local stream in order to study water pollution may be doing official work (for the Department of Wildlife, for example), but that biologist with his feet in the water is nowhere near an office. He or she is not doing office work. That's usually called field work.

Avoid 's on an inanimate noun if you can. Compound nouns are preferred.
