So why can we make it shorter: a high-standard safety? What's the use of "of", it seems redundant.

'standard' is connected by 'of' to the next word. The only way to make a compound noun from this is to use a high safety standard, but that sounds a bit clumsy.

standard of safety
stand

Thank you for your explaination, so I still have some doubt.
We can say " I ensure you the safety " in Engish.
I ensure you the safety of a high standard.
" of a high standard " is used to modify safety.
Therefore ,what is the differnce between " I ensure you the safety of a high standard" and " I ensure you a high standard of safety". I really feel puzzeled. Thank you so much!

Anonymous... difference ... 1 safety of a high standard ... 2 a high standard of safety
There is a difference in emphasis, but it is very slight.

In 1, you're ensuring safety. That's the primary consideration. Then you explain what kind of safety it is. It is a certain kind of safety. It is safety that is very good ('of a high standard').
