In the following sentences, there are some phrases that I can't understand the exact meaning. If there is anyone who could have some idea, please give me some tips. Thank you very much! ---------- My questions are:
1. What could be “high-performing systems”? “schools with high academic performance”? OR “school districts with high academic performance” OR others?
2. What is the meaning of “making a statement” in this context? Like proposing to end tests?
3.What could be “strong performs” in this context? “schools with high academic performance”? OR others?
4. What could be the meaning of “confidential samples” in this context? Random testing? OR just testing some students and not evaluating them or grading them?
A second recommendation was that Wales should create a coherent assessment and evaluation framework. After devolution from England, Wales disposed of its standardized tests. England was not an international high performer, and no high-performing systems had testing processes on a scale of those that were being used in England/Wales and the United States. So ending the tests seemed to make sense educationally as well as making a statement culturally and politically, perhaps. Moreover, the strong performers of Finland had no standardized testing except to test confidential samples for monitoring purposes.
