"high and low" vs "from stem to stern"

Hi,

"I searched the house high and low but could not find my fishing rod anywhere" (and similar contexts).

(1) Would it be correct to say that "high and low" and "from stem to stern" are fully interchangeable?

(2) Are there other idiomatic ways to convey the same idea ("thorough search")?

I am from the USA and would not find it difficult to interchange these, however, here in the Midwest I believe that high and low is the more commonly used idiom.

You could search the house from "top to bottom" or "up, down and sideways". If it was a person you could search them from head to toe.
