I am not sure how legal it's to tell customers how they should pay their checks/taps/bills in Europe but in the US, if loose change is all a customer has, you have no options but to accept it. There is some confusion in the sentence in question. Do you mean that if the bill is under 20 pounds he can pay in lots of pence?
