Hi ,is this understandable ?if not what's wrong with it?

We regret to inform you that the main pipe of dimeter 700mm ,supplying X town with water has undergone a damage characterized by a dislocation of the bend, and this , during the morning of December 4th,2012 caused by X company.
For this purpose ,the main pumping coming from X and Y station has been stopped to allow the necessary executions .This situation is going to generate a total stopping of the distribution to X town during the whole day of actual repair work

And actually, the most important thing people need to know is that there will be no water, so start with that.

It's not always a matter of grammar. Think from the perspective of the person who is getting the notification. What is the thing they care about? What day the line was damaged? Who damaged it? That there is a pump station that will be offline? Or that they won't have water for an entire day? The last thing, obviously - so focus on that.
