Letter Writing

Hi I need help writing an announcement -

Someone is leaving my company (They don’t have a new job yet though) and someone else is being promoted to take their place. I need to write the announcement letter in a way that doesn’t humiliate the person leaving but still mentions that they are going and the other person is taking their place.
