HI EVERYONE

I have learned English for 2 years ,this means that now I can speak English. The question should be ''How long have you learned English?'' because the the process of learning is finished,am I right ?or does the question shoul always be''How long have been learning English?"

The question would be, "How long have you been proficient in the English language?" or "How long ago did you learn to read, write, and comprehend English?"
