It just seems like we need more people that's all. Or it just seem like we need more people.

"It" is a third person singular pronoun. You need the third person singular form of the verb, which is "seems."

When the subject is "it", always use "seems", never "seem", in an affirmative sentence.

It seems ...
It just seems ...
It sometimes seems ...
It always seems ...
It often seems ...

Except in an emphatic sentence using "does" ... "it does seem." (In that case, it's "does" that has to be inthe third person singular.)
