Hi,

1) Some of the reactionary group (say, anti -communist, esp for my country) send pieces of papers to rouse the internal people of that country. What can we call that act? And what can we call that kind of paper?

2) What is the formal phrase for "pass the buck"?

3)If you rub out too much in an essay, what is the adj for it(ie: dirty)?( What a/an___ essay!)

1-- they are leaflets or flyers . There may be another verb, but all I can think of at the moment is distribute or hand out . Pamphleteer as a verb is also possible.

I agree with Mister Micawber. I would suggest that we add the word propaganda (i.e., propaganda leaflets).

Hand out or distribute is more suitable for, I think, the context that someone give those leaflet directly to others. But how about a group of pamphleteers who sends those leaflets to another one who still inside the country to distribute to others? What is that verb?

Sure. You can say that. They can ship / fly / mail / bring / smuggle / etc... them too. There are many verbs that can be used in a sentence. However, we write to convey our message; thus, it is up to us to select the one that fit
