1-- they are leaflets or flyers . There may be another verb, but all I can think of at the moment is distribute or hand out . Pamphleteer as a verb is also possible.

Hand out or distribute is more suitable for, I think, the context that someone give those leaflet directly to others. But how about a group of pamphleteers who sends those leaflets to another one who still inside the country to distribute to others? What
