A little boy is fishing and his dog hears a powerful
stream of water approaching them and starts barking.

The kid turning to the dog surprised: Hey, boy. Settle down or what is it?
Dad?

Gee, it could be either, depending on his tone of voice. Mostly, it's a vocalization of his surprise that the dog is suddenly making all that racket, imo.

'Hey,boy' is a common way of addressing a dog.
In this context, it probably does mean 'Why are you barking? / Settle down'.
