Hesitate to do something vs hesitate in doing something

1) He hesitated _____ the post as he did not think that the salary was enough for him to sustain.

a) to accept
b) to accepting
c) in accepting

Ans:-c

But I have read some sentence "He hesitated to listen to his brother" .
So my question is :- Do we hesitate to do something or we hesitate in doing something?
As per my understanding the answer should be (a).

Please advise.

'Sustain' is not a suitable word in this sentence. Part of the problem is that it requires an object.
