Hesitate to do something

Hi

I'm aware that the correct phrase is "hesitate to do something" -- but I want to know how this would sound to native ears.

She won't hesitate in calling the police.

Thanks,

Tom

This sounds more like she won't hesitate while talking with the police, and I am sure that isn't the intent of the message.
