Context would help. It sounds as if this guy is very sociable, cheerful, and polite.

It's a line from a Billy Joel song called The Piano Man referencing the bartender in the joint. The next line that follows is "But there's someplace that he'd rather be . . ." One of the sadder songs from my youth and young adulthood.
