Many people feel that your sentece should read: He is one of those people who ARE always ready to promise help but rarely KEEP THEIR promise. The idea is that he is one of what? He is one odf those people. What people? Those people who rarely keep their promise(s). Hopefully, a veteran will direct you to a full discussion on this website.

There may in fact be very few people who are always ready to promise help but then fail to keep the promise. E has the advantage of not adding this sort of extra in
