He's down, it's over...

In a fight scene everyone think that a fighter was smashed to death and drowned
in a tar. Then the manager says: He's down, (dead or just defeated?) it's over.

'Manager' suggests it's a professional fight. Yet someone drowns in tar?

If you 'drown', you are dead by definition.

Well, in boxing, the fight is over when one of the fighters is knocked unconscious. From http://en.wikipedia.org/wiki/Boxing#Rules: "...the referee begins counting until the fighter returns to his or her feet and can continue. Should the referee count to ten, then the knocked-down boxer is ruled "knocked out"
