He's a bit of a character

Hello everyone,

I'm a bit confused when someone says "He's a bit of a character" to talk about someone else. From the tone of this person, I guess that it means positive things like quirky or eccentric. But still, I'm unsure if it always carries positive meanings or does it sometimes also mean negative things?
