Here we go!

Hello Teachers!
Recently, I went out with a British friend to a cafe, and he repeated "Here We Go!" for a few times, when the internet explorer is loading data very slowly. Could you please tell me what the sentence mean? Where can I use this sentence? Does it the same with "Here you are"?
