Here or There?

I'm writing in third person past tense.

Would it be:

Here he'd....
or
There he'd...

and

At least here he could....
or
At least there he could....

considering the character is still in that room. There sounds distant but Here sounds odd.
Does this have to do with tense or POV or...? I'm confused.

I didn't think it had much to do with what went afterword. I realized with the first I could just rephrase, but the other, I was confused in several different instances.

Here's a few examples:
At least here/there? he could think.
At least here/there? he could find some work.
At least here/there?, the air was still.
