Here in the blah blah we don't know if we need a comma...

I am proofing a letter from a university dean to his alumni (so, basically I'm doomed from the start!), and I am not sure he needs to separate his introductory phrase with a comma. Here are some mock examples:

In the merry old land of Oz, we are grateful for the witch-killing abilities of our constituents...

or

As the year draws to a close, we remember that "there is no place like home."

QUESTION: Must we separate "In the merry old land of Oz" from "we are grateful for..." with a comma?
