Please, how do I read this:

E.g.:

- This statue is 46,5 meters in height. (is it: forty-six comma five meters" ?)

Is there any mistake in the following, please?

a) English Tourist Places.

b) California is the most rich state of the United States.

Is the underlined part considered possible or is it wrong?

"...at the end of the game the group with more points is the winner.
