Herds of sacred cows

Hello,

What does 'Herds of sacred cows' stands for? Is there any other meaning that it contains?

I've read an article just right now, and I guess it means another, not literally, but cannot guess what it exactly means.

from the context, I think it means 'something that you should not ask', is it right? If it is, and why?

I've always believed the saying comes from this fact.

Cows are sacred animals in India. Nobody bothers them or interferes with them,

Perhaps someone from India will verify if this is true.
