Police herded/funneled pedestrians into/onto a street.

Is either one OK?

Cattle is herded. I wouldn't use that one. funneled is a bit weird, but OK I guess.

Cattle is herded. I wouldn't use that one.
funneled is a bit weird, but OK I guess.

Let say the people are actually protestors. Which word is better to indicate forcefulness?

I think guided would be a good word. At least the Police would try to guide in an effort to keep the situation non-confrontational.

Directed would also work.

herded sounds good to me (well, not good, but appropriate! )

I would see herded as the police fairly forcefully moving people in a certain direction. It's the sort of thing they do to protesters.

I would see 'funneled' as just guiding, perhaps through using barriers/signposts etc, in a certain direction.
