I think it means knowing how to learn is the ultimate knowledge. Once you have opened your mind to acquiring knowledge, you don't need to know anything else. It's a paradox but it does make sense.

i.e. - if you could only learn one thing this year, you should learn how to learn, as this will enable you to learn further.
