Help with writing

Hey guys I have to write sth for hw but I'm not sure what exactly I have to write. The task is "Write a short text of about 150-170 words to comment on the following quote:
The world is a dangerous place, not because of those who are evil, but because of those who look on and do nothing
Albert Einstein"

Should I write sth like an essay or just list the thing that I've thought of when reading it. I'll be really grateful if you can show me an example. It doesn't need to be with the same quote it'll be even better if it is not.
