help with words, please

The words "policy" and "regularion" are used in the plural form, is it correct? If the title of an article is "student policy" or "student regulation", and the article contains student rules, which form is used? singular or plural form? Thanks.

If it is a list of multiple rules, then of course it should be entitled Regulations . Policies would also in all likelihood be used here, but I think a case could be made for Policy , where the overall policy is the set of rules and regulations.
