Help with two questions

Hi. Please help.

1. Should we place a period at the end if we have a clause like "Find Out the Answer" as a title to what might be an assignment sheet? On second thoughts, I think it wouldn't look nice, if not incorrect, to place a period at the end of a clause that has some words capitalized.

2. Would you expect the answer to the following question to be "Chinese"? Thank you for your help in advance.

What is he if he is from China?

It's more idiomatic to omit
