This article discusses the role and influence exercised by local communities on the development of migration policy in the southern Russian Far East. We focus on the period of post-Soviet transition, from 1993 to 2001, when various movements hostile to the arrival of Chinese migrants in Russia took place in the Primor'e region. Based on an analysis of the press and on the accounts of those who directly took part in these protests, we seek to evaluate the influence of local communities on the decision-making process of the authorities. Such an examination leads us to reconsider the pessimistic prognosis about cross-border cooperation, which relied on a simplistic approach of regional processes and in fact hide the rise of a collaboration between locals and migrants in various fields.
