Help with the word 'help' in a sentence...

Hello all, if I had to retain this original sentence, without altering any word, and without doing any editing, but focusing exclusively on the word 'help', would that word be singular or plural:

"The use of ABC solution is developed to take communicative decisions faster and helps cut down expenditure. "

Getting stuck whether it should be help or helps. Please help!
