Help with sentence structure

Dear All, could you help me with this sentence that sounds rather clumsy? I'm not sure about the choice of words. However, I'd rather keep the passive voice, if possible.

"A notice of termination of cooperation has been delivered to the joint venture partner who then has formally rejected the notice."

I would put a comma after "partner" and hyphenate "joint-venture partner". Otherwise, I find the sentence OK. The use of present perfect with the "X then Y" pattern is slightly unusual, but not wrong.
