Help with sentence

During read the "Guide to the Marking of Written Assignments by Ian Johnston"(http://www.mala.bc.ca/~johnstoi/grammar/guide_2.htm), I can't catch what it's saying of following sentences. What's the meaning? Anybody can explain it for me, thanks a lot.


2.16 Remember the useful rule: "i before e except after c and in syllables rhyming with a, like weigh." Note the following sentence:
