Help with Proposal Assignment - Grammar

Hello, looking for a second set of eyes to look this over. My professor said that my grammar is incorrect, just not sure where. Please help when you can. Thanks ~:o) (the assignment is a modified version of a proper proposal)

Introduction:

This proposal addresses the need for additional parking spaces in the downtown area and proposes the creation of a municipal parking lot. This document will detail the problem specifics, reveal suggested solutions, examine the costs of development and implementation, as well as site the advantages and incentives of the proposed solution and present conclusions to such.

Proposal:

Due to the influx of new home development we anticipate that said residents will frequent the downtown area thereby increasing revenues to the surrounding business community. Unfortunately, the current parking facilities will not support such an increase in traffic to the area and may deter most from patronizing the downtown shopping district. It is our consensus that we need an additional parking facility to alleviate this increase in congestion. We believe the best location for this new facility would be the empty lot located at the corner of Broadway and Main Street. This location would be ideal as it is very close to most of the businesses of the downtown district and is optimally situated.

Advantages:

This addition will offer present and future patrons a parking facility that is a short walking distance from the downtown area. It is our belief that the increase in patronage will also increase the revenue stream into the community at large. The mayor’s planned revitalization, being a redevelopment of the entire community to attract new homebuyers and a more affluent patron, would do well to accommodate their needs. In order to benefit from this increase we must also look to other towns that have revitalized their area as well as planned for such an increase in traffic. New Town, once a small harbor town, possesses a quaint, upscale shopping area. Although plagued by heavy congestion, New Town has taken steps to accommodate such by implementing a municipal parking system that maintains facilities throughout the downtown shopping district. Their success in revitalization should be the measuring stick which "Our Town" uses in its efforts to bring about the mayor’s desired changes to the community; this can only spell success for both the businesses and the community at large.

By implementing this solution swiftly the city can see ROI in as little as three months or by Q1 end reporting. The continual use of street parking will not do this due to the lack of metered parking. With the new lot in place the “free” spaces can be kept for “early bird” shoppers, limitations on parking time can be imposed or more handicap parking spaces can be created from these spots thereby increasing revenue from the use of the new municipal lot. In addition, as shown by New Towns use of municipal parking, shoppers will frequent an area that provides adequate parking more so than an area with questionable availability, this coupled by the potential for profits and low overhead, due to community supplementation to the program, is a win-win proposition for us all.

Implementation:

S&S Contracting has offered to create a working plan of action as well as initiate construction of the site. Aldon Brothers is willing to supply a significant amount of raw materials: cement, asphalt, fencing, and labor. We ask that the city assist in the development and installation of parking meters and/or gateway payment areas. In regard to the costs associated with this development we feel that the best course of action will be for the business community to assist in the financing of such. The amount of contribution could be a percentage of approximately 10% of current quarter profits or the overall project could be fully financed with the local government maintaining upkeep and offering a percentage share of revenues from the parking fees; approximately 5 – 10% per quarter. The logistics of such can be explored further once a solid agreement is in place. Maintenance costs, in addition to upkeep of the new lot, should also encompass additional street cleaning personnel for the downtown shopping district. A percentage from the local business revenue share can contribute to such. Please keep in mind that the benefits of this project will be immense in comparison to the loss of revenue we face by not accommodating our patrons needs.

Conclusion:

In conclusion, the addition of a municipal parking area for the downtown business district will not only supplement the mayor’s plan for revitalization but also enhance it in terms of offering a safe, structured area for patrons to park. This, in turn, will reduce local traffic congestion and increase foot-traffic to the downtown area. This increase in foot traffic will allow for an increase in revenue to both the city and the downtown area businesses.
