Help with Grammar, Punctuation, Sentences and Passive Voice

Hi,

I need help with a paper I am working on. I'm not 100% sure if the article requires passive voice or not, but would like to know how the article would look if it had a passive voice outlook.

Please note, I do know there are words which aren't spelt correctly, but for the purpose of the paper, I have included how it looks exactly.

Here is the entirety of the article as it looks on paper:

"Kent Vale Flood Defences

Good news - planning consent was granted for the ?ood defence's yesterday.

The flood defence sceme was granted planning permision by Kent Vale
Borough Council at a meeting on monday 24th september.

This mean’s the Environment Agency has been given consent to construct a
series of walls embankments flood gates along the River Kent and River
Leven that will increase ?ood protection to around 420 local homes and 74
buisnesses.

Funding for the project has almost been got, with a pledge from central
goverment to provide £33 million. Westmorland County Council and Kent
Vale Borough Council have also offered to make signi?cant contributions.
with the Kent Vale Flood Action Group and the Westmorland Community
Foundation and the Kent Vale chamber of trade and local companys and the
local community working hard to secure the remaining funds that will be
required.

Once builded, this will reduce the risks of flooding in Kent Vale too a 1% chance in one year.

Gill barrow, chair of the Kent Vale Flood Action Group, said: "The Kent Vale Flood Action Group has been working closely with the Environment Agency to push for improved flood defences in the town, so were very happy to get this news. Over the next few weeks we will be doubling our efforts to secure additional funding so that work can begun."

I am not sure what you are asking. The article already has passive-voice sentences. Do you want every possible sentence in passive voice?

Just a couple of sentences I need help with. When I run a check on Microsoft Works Word Processor, for Style and Grammar, it comes up with passive-voice suggestions for these sentences:

1. Good news - planning consent was granted for the food defences yesterday.

2. The flood defence scheme

Good news - planning consent to plan for the ?ood defence's was granted yesterday. ("planning consent" is not a good phrase.)

Permission to plan for he flood defence sceme was granted planning permision
