Help with grammar

How would you edit this sentence? ... it was possible to remove boron from boric acidic solution in a simple CDI process where boric acid could be dissociated to form borate ions on the negative electrode due to the local basic near the surface of the polarizing electrodes.

It's doing my head in. I'm wondering if it shouldn't be changed to 'through a simple process' and 'close proximity to the surface of the polarizing electrodes' but I don't know where the 'basic' fits in.
