Help with comma's

Could you inform me if the following two sentences are all comma splices?

1. Dr. Matteson, speaking as head of the hospitals medical council.

2. The new drug proved to be highly effective, it has no side effects.

The 1st example is not a sentence unless you said 1. Mr. Matteson, speaking as head of the hospital medical council, is a doctor I think the 2nd example is OK though.

The 1st example is not a sentence unless you said

1. Mr. Matteson, speaking as head of the hospital medical council, is a doctor

The second example is indeed a comma-splice - but the point is that comma splices are NOT all right. Comma-splicing is BAD. Don't do it. Replace your comma with a period or a semicolon.

PS. There is no apostrophe in "commas"
