Help with a sentence...

Hello,

I don't get the sentence in bold below. The article is in general positive about the renewable energy sources in Portugal. But what does, "I've seen all the smiles" and "It can't compete?" here?





Portugal expects in 2011 to become the first country to inaugurate a national network of charging stations for electric cars.

"I've seen all the smiles" refers to the critics, those who are laughing at the claims being made for the energy program. The critics are the people whose remarks he is repeating ("...It can't compete...It's too expensive.")

Does that make it clear?
