Help with a sentence...

Hello,

I have a problem in understanding the following sentence. What is it that is creeping along? consumer power or a shift in consumer power? if so, what does creep along mean in this sentence? and how to connect it with the fact that it received a boost from the global economic crisis? is the word "boost" negative or positive here?

Asia’s role in the market for super high-end luxury goods is mushrooming, reflecting an underlying shift in consumer spending power that has been creeping along for years, but which received a boost from the global economic crisis.
