Hi. I suppose it implies that if you fall in love with someone it will undertake obligation. Perhaps it has you to do something you never do and may abandon some thing you likes.

Could someone explain this?

I would simply take it to mean 'You get two opportunities for love'.

However, I am also reminded of the common saying that 'Opportunity doesn't knock twice'.
