I have just started learning russian and have problem understanding what '??' means.Any help will be appreciated!

"A" and "??" are used for emphasis in this sentence. You can omit them and the meaning of the sentence won't change. It will, however, sound more "formal".

? ???? ?? ???? ?????? - more spoken, informal, emphasized ("So where is she going indeed?")

I'd say trying to find the basis for "??" would turn out to be even more challenging than doing the same for "the" or "a" in English, neither of which have an equivalent in Russian. So, as Ruslana said, one of the uses of "??" is to add emphasis to an expression, sometimes representing being surprised by something. E.g. "But he doesn't know how to drive a car!" would be "?? ?? ?? ??
