My writing:

The line graph compares the number of users of different communication services in the world between 1998 and 2008.

It is clear that cellular phone service significantly increased to become by far the most important means of communication over a period of 10 years. Meanwhile, mobile broadband and fixed broadband consistently contributed the least parts during the period studied.

In 2008, landline service was the most popular means of communication with approximately 14% of inhabitants. Cellular phone and internet services contributed just 4%-5% of total communication. Mobile phone broadband provided a negligible percentage and fixed broadband did not completely appear until 2002. However, just 4 years later, cellular phone service overtook landline service to become the main means of communication used by worldwide inhabitants.

Cellular phone service made a gradual growth over a whole 10-years period to reach the peak of around 65 users per 100 inhabitants by 2008. Almost all other ways of communication also gained more users from 1998 to 2008 but their growth rates were lower than cellular phone service’s. Only landline service slightly declined from 2006 to 2008 and ended up at around 18% by 2008.
