Help vs Help with ??

What's the difference of meaning between #1 and #2?

This is a question for usage of a transitive and an intransitive verb of "help" .
I'd like to know which situation we have to use "help with" or "help".

#1. Welfare services  are provided  to help with people's living conditions and financial problems.

#2. Welfare services  are provided  to help people's living conditions and financial problems.
