Today, Bush lifted the offshore drilling ban to help the energy crisis.

Can I say "help" here to mean ease?

For me, no. Generally, you don't want to "help" a crisis -- you want to "help alleviate" a crisis, "attempt to resolve" a crisis, "combat" a crisis. Even "to help with the crisis" would be okay, meaning "to help deal with the crisis."

(Some native speakers, including Bush, might well say they they are trying to "help the crisis" -- but I would still think it was incorrect.)
