Help rephrase?

Hi! everyone. I hope you are doing fine. I couldn't understand the following sentences. Could you rephrase them to help me understand them?
a: Effective Oct 1 2011; The permitted fares for operating within the municipality shall be calculated as travelled zones by the most expiditious route.
b: A minimum fare of $20 for the first hour of part thereof, and thereafter
c; If the person is a corporation, have an officer of the corporation hold for a driver's licence.

I'm not surprised, because the end of the phrase seems to be missing. It should read something like this:

b: A minimum fare of $20 for the first hour or part thereof, and thereafter $10 for each hour or fraction thereof.
