Help regarding a couple of sentese structures

I had a small discussion wih my friend over the following sentences.

1."XYZ company operating since 1976, announces regarding the recruitment of assistant managers"
Is this gramatically correct? My friend said its structurally wrong but gramatically correct.

2."The candidate must know to read, write and speak as well in Mandrin language"

I said the above is wrong and the following is correct "The candidate must know to read, write as well as speak in Mandrin language"

3."The payment can be made in any branch of ABN AMRO bank."
Shouldnt this be like"The payment can be made in any of the branches of ABN AMRO bank"

1. This is grammatically incorrect - you can't "announce regarding something". Instead you could say ...
XYZ company, which has been operating since 1976, has made an announcement regarding the recruitment of assistant managers.

2. Normally you know how to do something, or are able to do
