When somewhat warm water comes into contact with cold extremities such as feet or hands, the water will feel a lot hotter, almost to the point of burning the person's extremities, on the feet and hands than on any other part of the body as the blood flow to the extremities isn't as much as other central parts. That's what causes you too feel like warm water is hotter than it actually is on the extremities.
