Help out VS Help

What is the difference between "Help out" and "Help"?
I usually use HELP for example :
"Please help me to translate this paragraph"
"Please help me to bring my stuff from the car"

Today someone said to me "I'm looking for Japanese native speakers to help me out with Japanese"

Your help is appreciate.
